Detailed Notification
The Notification, at this office inviting applications from eligible candidates to appoint One Chairperson /Six Members for State Commission for Protection of Child Rights for the new formation of Statutory body as per the orders of the Government.
Applications are invited from the eligible candidates with requisite qualification, in the prescribed application form for serving as “Chairperson & Members of the State Commission for Protection of Child Rights of Andhra Pradesh under Commission for Protection of Child Rights Gazette,2005 and the Rules for State Commission for Protection of Child Rights of Andhra Pradesh.

The application with bio –data along with (self –attested) copies of the credentials should reach this office on or before 19.06.2025 latest by 5.30 pm at the below address:

The application shall be sent in a sealed cover through Registered – Post or by Speed – Post for scrutiny and consideration by the Selection Committee. Applicants shall superscribe on the envelop as “Application for selection of Chairperson/Members of APSCPCR”.
• The applicant should send only One application form even if he/she chooses to apply for both Chairperson or Member.
• Application sent by e-mail and WhatsApp, incomplete application, applications without signatures, applications without the required eligibility criteria and applications received after due date will not be accepted.
The applicants are requested to note that these are not regular government jobs. These are purely tenure based appointments to deal with the cases of the “Children in Need of Care & Protection” and “Children in Conflict with Law”, and they will be paid Salary/Allowance as may be fixed by the State Government. The term period of the Commission is 3 years.
Only those shortlisted applications, which fulfil the basic eligibility criteria and required qualifications will be considered to place before the Selection Committee. The shortlisted candidates will have to attend a personal interaction/interview before the Selection Committee. The venue for personal interaction/interview will be communicated later.

Note :
1. The Director, Dept., of WD&CW, A.P shall have all rights to cancel or modify the notification at any time before finalization of the selection.
2. Applicants are requested to note that all columns are mandatory to fill up with relevant information. Wherever the information furnished by the applicant must be supported by proof of documents which shall be self – attested and if the applicant fails to submit the proof of documents along with the application of if such documents are not self –attested, such information will be construed as it has no value, and the Screening Committee will have the authority to take a decision in such cases, basing on the information available before the screening Committee, which shall be final. All documents shall invariably be attested by the individual.
Qualification & Eligibility Criteria for Selection of Chairperson/ Members to Andhra Pradesh State Commission for Protection of Child Rights.
Qualification:
1. Post-Graduation degree from any recognized University.
2. Individuals with a minimum of 10 years of experience and outstanding contributions in the following fields are eligible :
• Education
• Child Health, care, welfare or child development;
• Juvenile justice or care of neglected or marginalized children or children with disabilities;
• Elimination of Child labour or children in distress;
• Child psychology or sociology; and
• Law relating to children.
3. Demonstrated eminence ability, integrity and standing in their field.
Eligibility Conditions for Selection of Chairperson and Members:
1. Shall be an Indian citizen and resident of Andhra Pradesh.
2.No person having any past record of violation of human rights or child rights shall be eligible for appointment as Chairperson or member of the Commission.
3.No person having been convicted and sentenced for imprisonment of an offense which in the opinion of the state Government involves moral turpitude, shall be eligible for appointments as Chairperson or Member of the Commission.
4.No person having been removed or dismissed from Central Government or State Government or a body or corporation owned of controlled by the Central Government or a State Government shall be eligible for appointment as Chairperson or Member of the Commission.
5.The Chairperson or member shall not be a Member of the Parliament or be a member of legislature of any State and shall not hold any office of trust or profit (other than his office as Chairperson or Member) or be connected with any political party or carry on any business or practice any profession and accordingly, before he/she enters upon his office as the Chairperson or Member shall.
a. If he/she is a Member of the Parliament or of the Legislature of any State, resign such membership; or
b. If he/she holds any office or trust or profit, resign from such officer; or
c. If the person connected with any political party, sever his connection with it; or
d. If he/she is carrying on any business, sever his connection (short of divesting himself or ownership) with the conducted management of such business; or
e. If he/she is practicing any profession, suspend practice of such profession.
6. A person having held office with the Commission as member or a chairperson for two terms shall not be eligible to be appointed as a chairperson or member of the Commission.
Terms and Conditions of Service of Chairperson and Members as per Rule 5 AP State Commission for Protection of Child Rights
(1) The State Commission for Protection of Child Rights shall function full time as an independent and autonomous body.
(2) The Chairperson shall, unless remove from office under section 7, hold office for a period of three years, or till the age of sixty-five years, whichever is earlier.
(3) Every Member shall, unless remove from office under section 7, hold office for a period of three years, or till the age of sixty years, whichever is earlier.
(4) Notwithstanding anything contained in sub-rule (2) or sub- rule (3),
(a) a person who has held the office of Chairperson shall be eligible to re-apply, and
(b) a person who has held the office of a Member shall be eligible to re- apply as a Member or as a Chairperson;
(5) If the Chairperson is unable to discharge his functions owing to illness or other incapacity, the State Government shall nominate any other Member to act as Chairperson and the Member so nominated shall hold office of Chairperson until the Chairperson resumes office or till the remainder of his term.
(6) The Chairperson or a Member may, by writing under his hand addressed to the State Government, resign his office at any time.
(7) A vacancy caused by death, resignation or any other reason shall be filled–up within ninety days from the date of occurrence of such vacancy.
Salaries and Allowances:
• Chairperson and Member will be eligible for a fixed salary as allowance as fixed by Government from time to time.
• The Chairperson shall be paid salary equivalent to the salary of the Chief Secretary and every other Member shall be paid salary equivalent to that of a Principal Secretary of the State Government.
• Provided that where the Chairperson or any other Member is a retired Government servant, Semi-Government body, public sector undertaking or recognised research institution, the salary payable together with the pension or pensionary value of the terminal benefits, or both, received by him shall not exceed the last pay drawn.
• If the Chairperson or a Member is in service of the Central Government or a State Government, his/her salary shall be regulated in accordance with the rules applicable to him/her.
Conditions for Termination/Cessation of Chairperson and Members of APSCPCR:
• As per section 7(1),Subject to the provisions of sub – section (2), of Section7 and section 24 of National Commission for protection of Child Rights (CPCR) Act 2005,the Chairperson may be removed from his office by an order of the State Government on the ground of proved misbehaviour or incapacity.
• As per section 7 (2),Notwithstanding anything contained in sub – section (1) of section7 and section 24 of National Commission for protection of Child Rights (CPCR) Act 2005, the State Government may by order remove from office the Chairperson or any other Member, if the Chairperson or, as the case may be, such other member,-
• is adjudged an insolvent; or
• engages during his term of office in any paid employment outside the duties of his office; or
• refuses to act or becomes incapable of acting; or
• is of unsound mind and stands so declared by a competent court;
or
• has so abused his office as to render his continuance in office detrimental to the public interest; or
• is convicted and sentenced to imprisonment for an offence which, in the opinion of the State Government involves moral turpitude; or
• is, without obtaining leave of absence from the Commission, absent from three consecutive meetings of the Commission.
General:
• Appointment will be made by the Government of Andhra Pradesh from among the candidates shortlisted on the basis of qualifications prescribed and as recommended by a Selection committee constituted for the purpose based on merit and interview.
• Candidates presently employed in Government Department/Public Sector Undertakings/Autonomous bodies should apply through proper channel.
• No. TA/DA will be paid for attending the interview.
• Belated applications will be summarily rejected without assigning any reason thereof.
